Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: positive announcements are released from different nations. Considerable effort is devoted on managing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a capacity enabled by timely intelligence. From witness perspectives, defense planes that had been dispatched to counter approaching cruise missiles flew past – modern combat jets provided to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every launch jolts you unexpectedly, causing tremors. The moment of terror quickly transforms into sober acceptance: perhaps the incoming missile won't cause damage this time, protecting urban areas from ruin and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun engaged a drone in the vicinity, part of a defensive team – probably Western-made equipment. Unfortunately, the bullets missed the opposing UAV – it continued its flight toward its objective.
Periodically, this persisted until dawn. Kyiv awoke to the morning news: several casualties, devastation and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's essential dependence on Western support – a reliance that regional partners are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The detailed framework from US administration provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new initiative from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, endure.
Tactical Assessments
It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the whole story. Washington functions according to a assumption understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is unrealistic to pressure the Kremlin to relinquish the areas that it already controls in Ukraine's south or east.
The problem is that while accepting these circumstances, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not change more in its favour in the months ahead.
Conflicting Perspectives
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains completely certain in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing lives and land but preventing a complete military breakdown until circumstances change in its favour.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.
While new proposals based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
